The change password option is currently being modified so that an admin can change a user's password without having to know the old one.
In the meantime, a suggestion on the forums for a workaround (thanks to pmcsorley) There is a way around this though. If you go to the View User screen, and click on the "Edit This User" link instead - you can then modify the password without first supplying the old one.
