It will depend upon your system. If it is your system then simply set the permissions, in Windows, right click the directory, select Permissions and uncheck the readonly permission (I think, I'm not a Windows person and this is from a very hazy memory). In Linux/BSD/UNIX systems use chmod 777 on the directory.
If it is on a remote system, then you may have a web-based interface or use the FTP client to change permissions. You will need to check with the hosting provider.
Permissions on locales/en & locales/fr directories has been set to chmod777. No changes !
OUPS :? I'm afraid to be responsible of this problem...
I've used EasyPHP on my PC under windows to test and customize DP. Then I've uploaded the transaltion .inc files directly from my local ones to the remote ones... Maybe the reason ?
Otherwise Dp is really a fantastic tools. Thanks to the all team !
Hello,
I'm still in trouble... Even when I unpack the basic French langage pack in locales/FR...
Should I overwrite this Dp install (1.0.2) ?
Then what about my the data of my projects ?
Any issues are welcome !

You not only need the locales directory writeable, you also need to make sure all of the .inc files in locales/fr are writeable. They also need to be writeable by the web server, not just you as a user.
It's ok now, it works !
Shame on me !
Thank Adjonnison.
