Users submitting help desk items

What would be the best and most efficient way for users to enter help desk items without having to give access to more than 100 users? We are thinking of creating a form to be sent to dotProject that is similar to the new item screen to populate a new help desk item. The form would be submitted through the intranet website.

That's probably the easiest way. One of the modules accepts emails as input, but I don't remember which one...
