Unregistered users cannot post to any forums.
Users who have not activated their accounts cannot post to any forums. (Follow the instructions sent to the email account incorporated in your registration to activate).
If you are registered and still cannot post then chances are you are in one of the announcement forums that are locked from general posting. Use the appropriate forum.
Only contact me if you are dead sure you are not trying to post in a locked forum section and then, advise me what forum you are attempting to post in.
