e-mail notification

Is there an easy way to customize who receives e-mails for what? For instance if I wanted to have user x and user y receive notifcation everytime a new project task was added or an existing task was edited?

If you assign them to the task, they should receive emails.

Just remember that the creator of the task never receives emails... it's assumed that he knows the task was created.
