I receive the following error message when I attempt to make a change in the language translation section:

Could not open locales file to save.

For testing purposes, I CHMOD the directory "locales" to 777. Still I was not able to save the change.

Any ideas of what I might need to do?

Its not the locales directory but the directories underneath it. You need to have a directory for the language you have chosen that is writable.
